I have only 99 fps in game in cs 1.6 with fps_max "121" in the startparameters. why? and can I fix it? I would like to have 120 fps since I have a 120hz monitor.

but I heard that developer "1" isn't allowed in leagues. so you guys play all with 99 fps?
the problem is that I patched all resolutions to 120 hz now. if I use 800/600 in other games, too I have to decide between 100 and 120 for all games.

Neither the developer "1" nor the fps_max "120" is allowed on ESL.
Lol is there a real difference bethween 100 and 120 FPS? Also, how comes I have 60Hz monitor, just set vsync off in my video card options and still getting 100 FPS?
You just said it yourself; you have a 60hz monitor (the monitor refreshes the picture 60 times per second) and you play with 100 FPS (your GPU produces 100 frames per second). Therefore you won't see all of the 100 FPS, but you will get advantages like faster spray with M4A1

it's not that 120 is much better than 100hz but I have to use refreshlock for sam and I can set only one frequenzy for my sam resolution that is active then for all games. so I can't play any game at this resolution at 120hz anymore if I chose 100hz for cs.

lol there's no problem, you have three options
1 - Use 100 Hz for all games.
2 - Use 120 Hz for all games, fps_max 120 but don't play cs competitively.
3 - Use 120 Hz for all games, fps_max 101 in CS.
It depends on your refresh rate, if it's less than 100Hz, then playing with Vsync off is an absolute must do, as you want at least 100 fps. Because if your refresh rate is 60Hz and you have Vsync on, your FPS will be locked at 60 and that's not good.
Now if you have 100Hz.. it's whether you notice too much screen tearing with Vsync off.. In CS:S, I don't notice any, and you're allowed to have as many FPS as you want, so I play with Vsync off to unlock my FPS, since a high amount gives you advantages. But in 1.6, you're not allowed to have more than 100 fps in most competitions anyway, so I turn it on (turning it off would be useless in that case).
fps_max 101 is the official value it gives you 100 fps
I think u are confusing dre... I have 60 Hz and vsync off, so I get 100 FPS.. That's how I do it.. Otherwise I'd get only 60 FPS
