Anxienty is using cheats on public servers

I decided to take care of real cheaters finally as I unexpectedly had to play against anxienty aka dem0n on pro ru server. The fact that he has dynamic ip doesnt release him from obeying the server rules. Everytime he get banned he restart his router and play with cheats again. I've never seen him playing 07(thx god ) so there is not a problem but ru servers are occupy by a lot of pro players and it's a pleasure to play with them. His presents on these servers makes playing as usual impossible and simply destroys all the fun. This ru server so I ask a question to russian admins and players here: Can you finally ban him once and for good so he cannot join the servers even after changing ip adress? I think I heard somebody said it's possible to ban permanently dynamic ip players.
As for the proof of another cheating game of him I can post 2 demos if you want.I made this thread to solve the problem of him using cheats.I hope somebody will find a good solution and clear ru servers from plague that this guy is spreading with his cheats.

no man, this guy is really cheater, this guy is so dumb that he said - "I'm God, I'm proud to play with cheats, you all suck" something like that
such an idiot shouldnt be banned, he should be killed permanently
